Like most people here in Cornwall I have spent years being gently patronised by the geography. We are the bit at the end. The two-hour drive past Exeter. The periphery. I have come round to thinking that, in one specific and growing sense, the label is exactly wrong. When you map the physical infrastructure that a modern country actually runs on, Cornwall is not at the edge of it. On several measures it sits close to the centre.
Let me lay out the layers, because no single one of them makes the point. Together they do.
Connectivity
Start with the cables. Two subsea cables come ashore on a beach near Bude and between them carry around 75 percent of Great Britain's transatlantic data connectivity. Both share the same landfall. In September 2025 the cross-party Joint Committee on the National Security Strategy concluded that the government had been too timid in defending this kind of infrastructure, and over the past year the Royal Navy has more than once shadowed the Russian vessel Yantar, which the Ministry of Defence says is used to map the UK's critical underwater infrastructure. There is no imminent threat and real redundancy in the network, but the simple fact stands: a very large share of the country's connection to the rest of the world arrives through a quiet stretch of Cornish coast.
Energy
Move offshore. The Celtic Sea, off Cornwall and South Wales, is about to host some of the largest floating wind farms anywhere in the world. The Crown Estate has awarded all three of its Round 5 leasing sites, up to 4.5 gigawatts in total, and Cornwall is positioning itself to build and run them. Falmouth, the deepest natural port in the UK, is being prepared as a marshalling hub. Closer to shore, the county was recently named the UK's top local authority for solar power generation, ahead of Wiltshire and Somerset.
Minerals
Now go underground. Cornwall holds the largest lithium deposit in Europe, enough on one estimate to extract 40,000 tonnes a year for two decades. Projects near St Austell and Redruth are already producing battery-grade lithium from Cornish granite, using lower-carbon processing than the conventional route. The same company, Imerys, is developing lithium projects in both Cornwall and central France, which tells you this is not a local curiosity but part of a European attempt to bring critical mineral supply back onto the continent.
Intel and Space
And then, most recently, the layer that ties the others together. In May 2026 Goonhilly Earth Station, the historic satellite site on the Lizard, opened a high-performance computing data centre, immersion-cooled and powered by on-site solar, built for exactly the kind of AI and machine-learning work that everyone is now scrambling to find capacity for. This is the same site that received the first transatlantic television pictures in 1962 and relayed the Apollo 11 landing to 600 million people. It still delivers sovereign space domain awareness and assured satellite communications to national security customers.
So there it is, in one county: the cable landing, the energy, the minerals, and now the compute and the satellite ground station. Almost every physical layer of what people mean when they say "digital sovereignty" is present, and most of it within an hour's drive.
Having It Is Not the Same as Controlling It
The national sovereignty debate is conducted almost entirely in abstractions: cloud regions, data residency, which hyperscaler you depend on. All of that matters. But sovereignty is not only a question of software and law. It runs through physical things in specific places. You can stand on the beach above the cables. You can drive to the pit where the lithium comes out. You can see the Goonhilly dishes from the road.
Which brings me to the uncomfortable, and I think necessary, part. In the same month that Goonhilly opened its data centre, its parent company agreed to be acquired by Intuitive Machines, a US-listed space firm. The deal includes Goonhilly's lunar, deep space, and defence and security divisions, and it is subject to review under the UK's National Security and Investment Act before it can complete. This is not a scandal, and the screening regime exists precisely so that transactions like this get proper scrutiny. But it is the cleanest possible illustration of the point.
You can build real capability in a place and still find that the control of it sits somewhere else. Sovereignty is not established the day the infrastructure is switched on. It is a question of ownership, of who holds the keys, of who can reach the device and under whose law. The hardware being here is necessary. It is not sufficient.
Three Consequences for Cornwall
Skills. If the cables, the wind farms, the lithium plants and the data centres are here, the people who secure and operate them should be here too, not flown in. Cornwall is better placed to answer that than it gives itself credit for, with the Camborne School of Mines and a genuinely strong local engineering base already in place.
Security. Every layer is also an attack surface. A floating wind farm is a remotely operated industrial control system fifty miles out to sea. A million domestic solar inverters are a million internet-connected devices at the grid edge. A data centre handling sovereign workloads is a target by definition. The resilience thinking needs to be designed in from the first survey, not bolted on once everything is running.
Ownership. The hardest of the three. We should be glad of investment and clear-eyed about control at the same time. Those two things are not in contradiction, but holding them together takes more deliberate thought than the usual "great news for the region" press release allows.
None of this is an argument that Cornwall is special and everywhere else is not. Plenty of places host critical infrastructure. The argument is narrower and more useful: that the county most often described as the far end of the line turns out to sit unusually close to the centre of the national infrastructure map. We are not on the edge of this. We are, on one measure, at the middle of it. The interesting question is whether we choose to act like it.
